본 연구는 우리나라가 상대적으로 높은 규제수준을 보이고 있는 진입규제에 초점을 맞추어 시장진입과 관련된 규제항목들이 경제성장에 어떤 영향을 미치는 지를 분석함으로써 규제개혁의 실효성을 높일 수 있는 정책적 시사점을 제공하고자 한다. 구체적으로 세계은행(World Bank)의 『기업환경보고서(Doing Business)』를 바탕으로 창업절차, 창업소요일, 창업비용, 창업최소자본금 등의 진입규제 항목들과 경제성장 간의 상관관계를 실증적으로 분석하였다. 분석 결과 창업비용만이 경제성장과 음의 유의한 상관관계를 갖고 있으며, 1인당 소득 대비 창업비용 비율을 10%포인트 감소시키면 1인당 GDP 증가율이 장기적으로 0.05%포인트 상승하는 것으로 나타났다. 특히 규제완화가 총요소생산성을 통해 경제성장에 영향을 미치는 규제의 직접효과뿐만 아니라 투자촉진을 통해 경제성장에 영향을 미치는 규제의 간접효과까지 고려했을 경우, 창업비용의 직접효과만을 고려했을 때의 0.05%포인트보다 약 0.02%포인트 높게 창업비용이 경제성장률에 영향을 미치는 것으로 나타났다. 이러한 결과는 기업의 시장진입 관련된 규제완화정책에 있어서 창업비용을 낮춤으로써 장기적인 경제성장을 유도할 수 있고, 진입규제완화의 효과분석에 있어서 진입규제완화가 투자촉진을 통해 경제성장에 미치는 효과가 반드시 고려되어야 함을 의미한다.
Abstract
This study examines relationship between entry regulation, investment and economic growth. Using objective measures of entry regulation such as startup procedure, cost, duration, and minimum capital requirement, we find that only startup cost has negative impact on long-run growth. Moreover, the effect of startup cost on invest which, in turn, influences long-run growth turns out to be significant. This implies that regulatory reform on market entry should focus more on reducing startup cost and the effect of regulatory reform through the investment channel should be considered in analyzing the effect of regulatory reform.
