임대주택의 새로운 트랜드인 뉴스테이사업에 대한 고찰을 통해 임대주택의 새로운 패러다임을 연구코자 한다. 뉴스테이는 공공기관의 지방이전 및 핵가족화, 주택개념에 변화(투자개념이 아닌 사용개념), LH공사의 재무구조개선, 풍부한 시장유동자금 등으로 인해 추진되었으며, 리츠의 형태로 운영된다. LH공사는 화성동탄, 충북혁신 등 공사가 개발한 택지지구를 중심으로 뉴스테이사업을 추진하였다. 뉴스테이사업은 택지개발지구의 가장자리에 위치하고 있으며, 전문적인 FM사의 부재, 리츠수수료가 과다하다는 문제, 분양전환방식에 대한 명확한 기준이 없는 등 한계점을 지니고 있으며, 이의 개선방안이 연구되어야 할 것이다.
Abstract
This thesis addresses 'New Stay services' by LH(Korea Land&Housing corporation) and researches on its background. First, this study accounts for the definition, enterprise promotion methods, and the features of New Stay services, and similar enterprises in order to understand New Stay. Second, this research explores actual New Stay based on the official guideline by LH, analyzes the valuation basis, and examines the establishment of REITs. Third, this paper gives an explanation on background of New Stay services, based mostly on several data such as increasing demand for housing and land costs of LH. Finally, this monograph intensively discusses about limitations and improvement plans of New Stay.
