초록

The study aims to provide a theoretical basis for designing residents’ association at Eup, Myeon and Dong under the Special Act of Local Administrative System Reform in South Korea. It also aims to diagnose the current status of Community Center and its committee, and provide institutional suggestions for residents’ association. For the purpose, it reviews conceptual and theoretical subjects such as neighborhood, neighborhood scale, neighborhood governance models and its relationship with local autonomy. It also summarizes the operation and problems of community center committee which can be considered as an extant formal institution for neighborhood autonomy in South Korea. Finally it suggests new roles and institutional model for Eup, Myeon and Dong residents’ association from a co-governance perspective.
