Abstract

Today, cooperation between central and local governments is essential to effective policy enforcement. Most national policies affect local residents, and they give financial burden to local governments. The success of the policy depends on the results of mutual cooperation between central and local governments. For the purpose of cooperation between the central government and local governments, there is a plan to establish a meeting mechanism to enable regular consultation, to exchange opinions, and to adjust conflicts after the facts. However, the current system of our country does not meet the necessity of close cooperation between the central government and the local government, and it is quite poor and insufficient. As an improvement plan, it proposes to establish a “Central and local governments cooperation committee” to institutionalize the representatives of the central government and the representatives of the local government as the parties to the cooperation to form a meeting to discuss policies. And suggest suggestions for improvement of opinion submission system and administrative consultation coordination committee. In conclusion, central government and local governments should cooperate with each other in selecting and deciding the most appropriate policies and implementing them efficiently in order to achieve effective implementation of national policies and local autonomous development simultaneously. To achieve that, it is necessary to build up a system equipped with institutional devices for mutual cooperation between central and local governments.
