Abstract

The only way for a local to live in the crisis of extinction is to strengthen its competitiveness and move more efficiently. Local governments sometimes chose to compete and co-operate as needed to increase administrative efficiency and create synergy. According to the Constitution, guaranteeing local autonomy also guarantees the right of local governments to carry out their affairs on their own or to handle them in cooperation with other agencies or other municipalities as necessary. Local autonomy law promotes cooperative projects by way of cooperation between local governments (Article 147), secretary of office (Article 151), organization of administrative councils (Articles 152-158), and establishment of local government associations (Article 159-164) and the local government's heads of association, etc. (Article 165) are prescribed. The current situation and problems are that some of these systems are not well utilized, and some of them are limited or temporary, and execution and binding are weak. According to the current amendment to the Local Autonomy Law, a new regulation on special local governments has been established. As a strong way of cooperative cooperation between local governments, special local governments have uncertainty about their identity in relation to unions, and problems with the constitutional interpretation such as the status and representativeness of the heads of local governments in organizing organizations. Our future task is to create a constitutional and harmonious interpretation of these issues, and to ensure the flexibility of the various cooperative systems to enable the choice of sometimes loose and sometimes powerful options for local needs. At the same time, a central-local cooperation system will be established to create synergy in connection with the central department’s plans.
