시진핑(習近平) 국가 주석은 중앙 1호 문건에서 지속적으로 농촌 진흥을 우선과제로 삼고 있다. 삼농문제는 지역불균형 문제의 원인으로 제시되며, 삼농문제의 해결은 샤오캉(小康) 사회를 추진하기 위한 핵심 사안으로 선정되고 있다. 본 연구는 중국의 농업과 지역경제성장 간의 관계를 분석하고 삼농문제를 완화시킬 수 있는 방향성에 대해 제시한다. 본 연구에서는 중국 국가통계국에서 배포하는 2006년부터 2015년까지의 자료를 사용하고 고정효과 모형을 분석방법으로 사용한다. 중국의 31개 성(省), 시(市)를 4대 지역으로 구분하고 지역별로 전체 생산량에서 농업 생산량의 비중 변화에 대한 영향을 분석한다. 분석결과, 4대 지역 모두 전체 생산량에서 농업 생산량의 비중이 증가함에 따라 지역경제성장에는 부정적인 영향을 미치고 있었다. 중국 정부는 농업에 낮은 생산성을 주요 문제로 착안하여 농업 생산량을 증대 시킬 수 있는 방법들을 모색하고 있다. 본 연구는 농업의 생산성 개선에 따른 농촌의 소득이 증대가 삼농문제의 해결 및 지역불균형 완화의 흐름으로 이어질 것을 기대한다.
Abstract
Xi Jinping, president of China, has consistently set the promotion of farming villages as a priority in his document No. 1, and the issue of Sannong in China has been selected as a key issue for promoting the Xiaokang society. We study the relationship between agriculture and regional economic growth. Data from 2006 to 2015 distributed by the State Bureau of Statistics in China were analyzed. The analytical method used fixed effect model, and we analyze 31 provinces and cities in China into four regions. The impact of changes in the percentage of agricultural production in the total output by region was analyzed. Regional imbalance in China is considered a serious problem, and the main factor is the Sannong issue. In this study, we are going to present directions for alleviating regional imbalance due to the issue of Sannong and direction for the development of agriculture in China. According to the analysis, all four regions had a negative impact on regional economic growth as the percentage of agricultural production increased in the total output. Although there are different reasons for each region, the Chinese government is looking for ways to increase agricultural production by using low productivity as a major problem. In this study, if the productivity of farming is improved, it is expected that the increase in rural income will lead to a flow of regional imbalanced mitigation due to the resolution of the Sannong problem.
