정치문화의 기반이 되는 공적감정의 형성과 그 설계: 누스바움의 논의를 중심으로

본 논문은 누스바움의 최근 저작 『정치적 감정』에서 다루는 공적감정 형성에 관한 논의를 분석하며, 국가와 개인의 관계 및 공적 감정을 형성할 수 있는 실천 방안 중 하나로 국가 주도의 프로젝트와 공공 교육을 통한 공적 감정 함양을 탐구한다. 성공적인 공적감정 프로젝트를 구현하기 위해서는 다음 전제들을 고려해야 한다: 1) 사회 구성원들이 롤스와 누스바움이 제안하는 상호 존중의 미덕을 갖춘 자유주의적 인간인지 여부, 2) 개인들이 국가와 타인과 수평적인 관계를 맺으며 국가가 제시하는 공적 감정의 규범에 자발적으로 동의하는지 여부, 3) 국가 주도의 법과 제도, 그리고 이를 뒷받침하는 정치문화가 동정심을 억제하는 감정(두려움, 시기심, 수치심)에 기반하는지의 여부. 그러나 누스바움의 논의에서는 이러한 문제들이 명시적으로 다루어지지 않거나 당연한 전제로 여겨진다. 국가의 사회 공학적 프로젝트가 권위주의적 체제와 파편화된 시민사회와 만났을 때 괴리가 생길 수밖에 없다는 점을 생각한다면 이러한 논의를 한국사회에 곧바로 적용하기는 어려울 것이라 생각되며 이를 위한 감정과 국가-개인에 관한 정치철학에 대한 깊은 논의가 필요할 것이다.
Abstract
This paper analyzes the discussion of public emotion formation in Martha Nussbaum’s recent work, “Political Emotions,” exploring the relationship between the state and the individual, as well as practical approaches to cultivating public emotions, such as state-led projects and public education. To successfully implement a public emotion project, the following premises must be considered: 1) whether societal members embody the virtues of mutual respect as liberal individuals as proposed by Rawls and Nussbaum, 2) whether individuals voluntarily agree with the norms of public emotions presented by the state while maintaining a horizontal relationship with the state and others, and 3) whether state-led laws, institutions, and the supporting political culture are based on emotions that suppress empathy, such as fear, jealousy, and shame. However, these issues are not explicitly addressed or are taken for granted in Nussbaum’s discussions. Given that discrepancies are bound to arise when a state’s social engineering project meets an authoritarian regime and a fragmented civil society, applying these discussions directly to Korean society may be challenging. A profound discussion on emotions and political philosophy regarding the state-individual relationship is necessary for this purpose.
