대통령기록물 재평가 제도 개선 방향에 대한 연구

초록

대통령기록물은 최고 통수권자의 통치 행위에 관한 기록물로 매우 높은 보존 가치를 지닌 대상으로, 현행 대통령기록법에서는 중요 기록의 멸실을 방지하고 영구보존 가치를 지닌 대상을 발굴하기 위해 실제 폐기 전 재평가하도록 의무화하였다. 그러나 실제 운영상에 있어서는 보존기간 책정의 부실, 재평가 주체의 부재 및 방식상의 한계, 전담 인력의 부족 등 라이프사이클 단계별로 여러 문제들이 산적해 있다. 이에 본고에서는 우리나라 대통령기록물의 재평가 제도 정립을 위한 일환으로, 재평가 제도의 실태 및 문제점 분석과 함께 개선을 위한 방향성을 제시하고자 한다. 이를 위해 우선 대통령기록물 재평가 제도의 본질 및 실상을 보다 근본적으로 파악하기 위해 재평가에 대한 개념적 검토를 수행한 다음, 대통령기록물 재평가의 법적 근거 및 절차와 함께 실제 운영상의 문제점을 분석하였다. 이를 기반으로 향후 우리나라 대통령기록물 재평가 제도 정립에 반영될 필요가 있는 재평가 재설계를 위한 방향성을 도출하였다.

Abstract

Presidential records are records of the reigning actions of the nation's highest commander-in-chief and are objects of extremely high preservation value. The current Presidential Records Act mandates reappraisal before actual disposal in order to prevent the loss of important records and discover objects with permanent preservation value. However, in actual operation, various problems are encountered at each stage of the life cycle, such as poor determination of retention period, absence of a reappraisal performers and limitations in the method, and lack of dedicated archivists. Accordingly, as part of the effort to improvement of the reappraisal system for Korea's presidential records, this study analyzes the current status and problems of the reappraisal system and suggests directions for improvement. To this end, this study first conducted a conceptual review of reappraisal to more fundamentally understand the nature and reality of the presidential records reappraisal system, and then analyzed the legal basis and procedures for presidential records reappraisal as well as actual operational problems. Based on this, it attempted to derive a direction for reappraisal redesign that needs to be reflected in the improvement of Korea's presidential records reappraisal system in the future.
