본 연구는 2024년부터 시행된 늘봄학교 정책의 도입과 초기 실행 과정에 대한 교육 주체자들의 인식을 심층적으로 분석하고, 정책의 내실 있는 정착을 위한 개선 방향을 제안하는 데 목적이 있다. 늘봄학교는 초등학생을 대상으로 교육과 돌봄을 통합하여 전일적 교육 환경을 구현하고자 하는 국가 정책이지만, 시행 초기 다양한 실행상의 혼란과 구조적 긴장이 제기되고 있다. 본 연구는 교사, 실무사, 교육연구사 등 총 5명의 교육 주체를 대상으로 질적 사례연구를 실시하고, 면담을 통해 정책 실행의 실제 경험과 인식을 분석하였다. 분석 결과, 참여자들은 정책의 긍정적 측면으로 돌봄 공백의 해소와 교육 기회의 확대를 언급하였으나, 한편으로는 교육의 만능 해결책화, 담당자 역할의 유동성과 책무성의 불균형, 업무 표준화와 자율성 간의 긴장, 운영 방식의 불균형, 학생 주체성에 대한 논의의 부재, 중간지원조직(늘봄지원센터) 기능의 재정립 요구 등의 문제점을 공통적으로 지적하였다. 이에 본 연구는 교육 주체별 이해와 요구를 반영한 차등적 접근, 실천 기반의 제도화와 역할 명확화, 책무성과 자율성 간의 정합적 균형, 교육과 복지의 교차점에서 발생하는 ‘정체성 중첩’ 문제에 대한 성찰, 중간지원조직(늘봄지원센터) 기능의 재정립 등의 개선 방향을 제시하였다. 본 연구는 늘봄학교의 실행 과정에서 나타나는 구조적 한계와 정책 수용 과정의 긴장 지점을 진단함으로써, 향후 지속 가능한 정책 설계 및 실행을 위한 시사점을 제공한다.
Abstract
This study explores educational stakeholders’ perceptions of the introduction and early implementation of the Neulbom School policy launched in 2024, which aims to integrate education and care services for elementary students. Using a qualitative case study involving five participants — including teachers, administrative staff, and policy researchers — the study identifies both the strengths and challenges of the policy. While stakeholders acknowledged its potential to reduce care gaps and expand learning opportunities, they also raised concerns about role ambiguity, operational imbalance, weakened student agency, and the limited functionality of intermediary support systems. These issues reflect structural tensions in the policy’s implementation, particularly the overemphasis on program expansion at the expense of meaningful care. Based on these findings, the study suggests improvements such as role clarification, balanced accountability and autonomy, differentiated support, and restructuring of intermediary organizations. It offers practical insights for improving the coherence and sustainability of integrated education-care policies in the future.
