Abstract
This study aimed to develop a customized Neulbom School Program for lower elementary students and assess its effectiveness in response to the increasing demand for education and care services amid declining birth rates and population. The program was designed to integrate core competencies from the 2022 revised curriculum, including ecology, digital literacy, character education, and physical activity, into experience-based classes. The content was structured around three key themes identified through a needs analysis conducted with parents and care teachers. The research followed four stages: a preliminary survey, development of the Neulbom program and its operational procedure, field application, and analysis and refinement of results. To ensure practical applicability, the program was piloted in elementary schools across the Gyeongbuk, Busan, and Jeonnam regions. Students participated voluntarily and exhibited positive emotional responses, while teachers and instructors rated the program highly for its educational significance and practical feasibility. These results suggest that the Neulbom program can help bridge learning gaps and promote holistic student development, serving as a model for integrating care and education within the public education system. However, some practical limitations were identified, including a lack of space, challenges in securing instructors, and safety concerns with teaching materials. These highlight the need for future institutional support and the establishment of a field support system. This study provides foundational data to guide policy recommendations for expanding customized application methods that take regional educational conditions into account.
