왕도정치에 나타난 맹자의 복지사상

이 논문은 맹자(孟子)의 왕도정치(王道政治)에 나타난 복지사상에 대해 논한 글이다. 주지하다시피 맹자는 전국시대라는 암울한 시기에 패권(覇權)보다는 왕도(王道)를 주장한 인물로, 무엇보다 백성의 안정(安定)된 삶을 유지하기 위한 조치로 경제적으로는 정전(井田)을 바탕으로 한 항산(恒産)을, 정치적으로는 덕치(德治)를 바탕으로 한 인정(仁政)을 주장하였다. 즉, 맹자 정치사상의 최종 목표는 항산(恒産)과 인정(仁政)을 바탕으로 모든 백성이 함께 즐기는 ‘여민동락(與民同樂)’, 또는 ‘여민해락(與民偕樂)’으로 불리는 왕도정치(王道政治)를 실현하는데 있었다. 일정한 생업(生業)을 보장해주는 항산(恒産)은 백성이면 누구나 동등하게 토지를 경작할 수 있는 정전제(井田制)를 바탕으로 한다. 그러나 백성은 경제적인 안정만으로는 만족스러운 삶을 누릴 수 없기 때문에 맹자는 교육의 중요성을 인식하였다. 즉, 배부름만 추구하면 금수(禽獸)와 다를 바 없기 때문에 효제충신(孝悌忠信)이라는 인륜(人倫) 교육을 통해 ‘물질적 풍요’ 못지않은 ‘정신적 안녕 상태’를 추구한 것이 맹자의 왕도정치라고 하겠다. 이러한 맹자의 왕도정치 속에는 오늘날과 비교해도 조금도 손색없는 복지사상이 다분히 내포되어 있다. 흔히 사회복지를 “사회구성원의 안정된 삶의 상태[well bing]를 의미한다.”고 하는데, 이때 안정(安定)은 최소한의 물질적 욕구와 심리적 안정을 의미한다. 이러한 사회복지이념이 모든 백성에게 ‘일정한 생업[恒産]’을 마련해 주고, 이러한 바탕 위에 윤리 교육을 통해 인간다운 삶을 추구하고자 했던 맹자의 왕도정치에 내포되어 있다고 하겠다.
Abstract
This paper is about the study on the social welfare idea shown on the Politics of Benevolent Royal Government advocated by Mencius. As many know, Mencius was the figure who claimed Benevolent Royal Government against supremacy in the Age of Wars, a dismal period of Chinese history. Most of all, he argued Chángchǎn(恒産: fixed property) based on Jǐngtián (井田: farms to be distributed to people in equal size) in economic field and Rénzhèng (仁政: benevolent governance) based on Dézhì (德治: rule of virtue) in political field. That is, the ultimate goal of his political idea was to realize the Politics of Benevolent Royal Government based on Chángchǎn and Jǐngtián, which is called Yǔmíntónglè(與民同樂: to enjoy altogether with ruled people) or Yǔmínxiélè(與民偕樂: to enjoy altogether with ruled people). Chángchǎn to guarantee people constant jobs for living is based on the System of Jǐngtián that guarantee everybody to farm lands equally. However, people could not enjoy desirable lives only with economic stability, so that he recognized how important education would be. That is, he thought that people could not be distinguished from animals if they sought out only for enough food, so that he worked for spiritual richness as hard as flesh abundance through the education of ethics called Xiàotìzhōngxìn (孝悌忠信: loyalty to parents; politeness to elders; faith to king; and fidelity to friends), which was the Politics of Benevolent Royal Government advocated by Mencius. Such Politics of Benevolent Royal Government advocated by Mencius shows the idea of social welfare as fully as sought out for by the modern people. Many say that social welfare “means well-being of community members”, which can be translated as the mental stability with minimum physical desire satisfied. This modern idea of social welfare is thought to be included in the Politics of Benevolent Royal Government advocated by Mencius who tried to provide people with ‘constant jobs for living (Chángchǎn)’ based on which he sought out for humane lives of people.
