Abstract

In this study, the qualification and certification system of other countries in relation to forensic science and crime scene investigation was examined. In Korea, crime scene investigators are certified through compulsory training by the Korea Police Investigation Academy, but as the foreign reports pointed out, there are considerable problems with the strictness of qualification and certification in practical area. Currently, more than half of all crime scene investigators in Korea have qualified. To become a qualified crime scene investigator, a three-week comprehensive course should be completed and a test that has an elimination rate of nearly zero percent is taken. It is very unfortunate that this is the last step of formal certification system that can be passed through in Korean crime investigation. In view of the rigorous system of the U.S. International Association for Identification and the institutes in Europe and Australia, it is necessary to operate a professional qualification system preceded by improvement of education, training and professional development that can be gradually increased the capacity of qualified investigator rather than rapid changes of policy.
