본 연구는 국내외에서 증가하고 있는 테러 범죄의 위험을 이해하고 대비하기 위하여 과거에 발생한 테러 범죄의 시·공간적 군집성을 분석하였다. 기존의 연구들이 공간 혹은 시간의 군집성에 국한한 것과 달리 본 연구는 시간 및 공간을 동시에 고려하여 보다 입체적인 분석을 수행하였고, 보다 타당한 테러 전략을 제시하였다. 실제 중국에서 1989년부터 2020년까지 발생한 테러 범죄를 대상으로 분석한 결과 다양한 민족으로 구성되어 있을 뿐만 아니라 일부 지역에서는 민족 간 갈등이 존재하는 지역에서 테러의 시·공간 군집이 나타났다. 테러 군집은 1년 전후의 기간 동안 상당히 넓은 지역에서 나타나거나 일주일 이내의 짧은 기간 동안 좁은 지역에서 국지적으로 나타났다. 이러한 결과를 바탕으로 개별 지역에 적합한 테러 대응 정책을 수립할 필요성을 제기하였다.
Abstract
This study analyzed the spatio-temporal clusters of terror attacks that have occurred in the past in order to understand and prepare for the increasing risk of terrorist crimes in Korea and abroad. Unlike previous studies that were limited to either spatial or temporal clustering, this study conducted a more high-dimensional analysis considering both time and space simultaneously, and presented a more valid counter-terrorism strategy. As a result of analyzing terrorist crimes that occurred from 1989 to 2020 in China, it was found that they were composed of various ethnic groups, and in some regions, spatio-temporal clusters of terror attacks appeared in areas where ethnic conflicts exist. These clusters appeared in a fairly large area for a period of around a year or locally in a small area for a short period of less than a week. Based on these results, this study suggests that countermeasures against terrorism should be tailored to the characteristics of localized areas.
