The Study on Integrated Defense System of the South Korean Local Government Learning from the Steps of the Crisis Management

Abstract
The national defense system undertook a series of reforms in Korea : In 1967, the united defense system was implemented as an order-driven command system to cope with post war environment. The system continued for more than 3 decades. In 1995, a team of North Korean commandos infiltrated to Gangneung in a submarine. On the occasion of this clash between the two Koreas, South Korea adopted the Integrated Defense Act to strengthen its defense system. However, the act had been rarely activated until a bombardment from North Korea occurred in Yeonpyeong in 2010. North Korea attacked again in 2015 by opening fire at areas in Yeoncheon. The recent threats from North Korea have signified the importance of the integrated defense system. Given that the integrated defense system was designed to deal with analog era a five-generation integrated defense is needed for the contemporary digital era. This study aimed to suggest the factors that are required for the new defense system. First, the present study addressed the necessary changes in related laws, systems, organization, military training, military command system and telecommunication system in the preparation stage. Secondly, the study addressed which parties will be involved in the project by discussing the role of civic organizations and the ability of local governments to manage crisis. Because crisis management is one of fundamental security tasks, the ultimate goal of defense system lies in resolving crisis as soon as possible to ensure safety of people. Therefore, the integrated defense system should continue to evolving to meet challenges in changing security environment.
