Abstract
The "September 19 Inter-Korean Military Agreement" signed in 2018 between South and North Korea was ultimately abandoned due to various issues, including the lack of a specific implementation plan, verification processes, and legally binding enforcement mechanisms in case of violations. In contrast, during the Cold War, U.S.-Soviet nuclear arms control, aimed at reducing mutual threats, was built upon comprehensive systems of negotiation and agreement, including concrete implementation plans, monitoring, and verification regimes. These measures played a crucial role in establishing military transparency and trust. The U.S. and Soviet Union agreed to reduce the number of missiles, which were the most threatening means of delivering nuclear weapons, and established detailed verification regimes to monitor compliance with these agreements. The verification tools used by the U.S. and Soviet Union included national technical means (NTMs), missile telemetry data, mobile missile surveillance, and on-site inspections. Today, the missile threat on the Korean Peninsula is escalating, particularly as missiles are North Korea's most effective means of delivering nuclear weapons. Given this context, measures to reduce the mutual missile threat are imperative. Therefore, this study explores possible verification regimes for application on the Korean Peninsula, drawing on the U.S.-Soviet experience, and suggests directions for their implementation.
