해외직접투자가 국내 근로자의 고용형태 및 임금에 미치는 영향

본 연구는 우리나라의 해외직접투자가 고용의 질적인 측면, 구체적으로 국내 근로자의 고용형태와 임금에 미치는 효과를 실증적으로 분석하였다. 이를 위해 산업 수준의해외직접투자 자료(한국수출입은행)와 개인 패널자료(KLIPS)를 매칭·연결하여 개인의 고유한 특성을 통제하는 방법론을 사용하였다. 해외직접투자가 경우에 따라 차별적인 효과를 가질 수 있음을 감안하여, 총액 수준뿐만 아니라 투자대상국별 금액, 기업규모에 따른 효과를 추정하였다. 본 연구의 실증분석 결과를 요약하면 다음과 같다. 우선 투자대상국, 기업규모에 따라 해외직접투자가 국내 근로자의 고용형태에 미치는 효과가 상이하게 나타났다. 대기업 근로자의 경우 해외직접투자가 고용형태 면에서 대체로 유리 - 정규직 확률은 증가, 비정규직이나 간접고용 확률은 감소 - 한 것으로 보이며, 특히 대베트남 해외직접투자의 효과가 매우 유의하게 나타났다. 이는 국내 모기업을 중심으로 한 관리·기술 정규직 수요 증가나 상대적으로 높은 대기업 정규직의 고용 안정(경직)성에 기인할 가능성이 있다. 다음으로, 해외직접투자는 국내 근로자의 임금에 유의한 영향을 미치는 경우대체로 부정적인 영향을 보인다. 특히, 대베트남 해외직접투자는 기업규모에 상관없이국내 정규직 근로자의 임금을 낮추는 방향으로 작용하는데, 이는 해외직접투자를 통한해외 저임노동력 활용의 결과로 보인다. 이러한 분석결과는 투자대상국, 기업규모 등에따라 해외직접투자로 인한 질적 고용 수준의 변화가 상당히 달라지기 때문에, 투자지원이나 대외정책 입안·수정 시 차별적 효과에 대한 고려가 필요함을 시사한다.
Abstract
This paper analyzes the effects of Korea’s foreign direct investment(FDI) on the qualitative aspects of employment, specifically the employment type and wages of domestic workers. We constructed a panel dataset to match the industry-level FDI data from Korea Eximbank with the individual-level panel data, KLIPS, and used panel models to control for unobserved heterogeneity. We estimated the effects of the total amount of FDI as well as the amount by invested country, and examined their differential impacts by firm size. The main results of this paper are summarized as follows. First, the effect of FDI on the employment type of domestic workers differs depending on the invested country and firm size. For the employees of large firms, the FDI outflow seems to be favorable in terms of employment type (the probability of regular employment increases but that of non-regular or indirect employment decreases) and especially the effects of FDI to Vietnam were estimated very significant. This may result from the increase in the demand for regular workers in management and technology 제2호in the domestic parent company, or the relatively high level of employment stability(rigidity) of large-firm regular workers. Next, FDI has negative impacts on the wages of domestic workers if statistically significant. In particular, FDI to Vietnam has the effect of lowering the wages of regular domestic workers regardless of firm size, which seems to be due to the substitution to overseas low-wage labors through FDI. These results suggest that the differential effects of FDI need to be considered in the investment support/regulation and foreign policy, since the changes in the employment and economic status of domestic workers due to FDI vary considerably by invested country and firm size.
