한국 제조업 해외직접투자와 기업내 무역의 국내 고용효과 분석
An Analysis of the Effects of Outward Foreign Direct Investment and Intra-firm Trade on the Domestic Employment in Korean Manufacturing Firms

본 연구에서는 우리나라 제조업체의 해외직접투자가 국내 고용에 미치는 영향을 기업내 무역과의 관련성 속에서 분석한다는 국제산업조직론의 접근에 입각하여 통계청 기업활동조사(2008『2014)의 기업내 무역 자료를 활용하여 FDI의 유형을 수평적 FDI와 수직적 FDI, 양자가 결합된 복합 FDI으로 구분하고 유형별 모회사의 고용구성과 총고용에 미치는 효과를 분석하였다. FDI가 생산직과 비생산직 고용에 미치는 영향을 분석한 결과, 세 유형의 FDI가 모두 생산직 고용을 감소시키고 비생산직 고용을 증가시키는 방향으로 영향을 미치지만 그 영향력은 수직적 FDI에서 가장 크고 그 다음이 복합 FDI이고, 수평적 FDI의 영향력은 가장 작은 것으로 나타났다. 다음으로 모회사의 총고용에 미치는 영향을 분석한 결과, 기업내 무역을 동반하지 않은 수평적 FDI는 모회사의 고용을 감소시키는 반면, 기업내 수입이나 수출을동반하는 수직적 FDI나 복합 FDI는 모회사 고용에 긍정적인 영향을 미쳐 고용감소효과를 상쇄시키는 것으로 나타났다. 이로부터 2008년 글로벌 경제 위기 이후 우리나라 제조업의 해외투자가 국내 고용을 감소시키는 효과가 있지만, 기업내 무역의 상쇄효과가 작용하여 고용 감소폭이 줄어든 것으로 파악된다. 이와 같은 연구결과는 해외투자는 선진국과 개도국이라는 투자대상국의 특성에 따라 상이한 영향을 미친다는 전통적 접근과는 달리 다국적 기업 내부에서 이루어지는 기업내 무역의 패턴에 따라 해외투자가 국내 고용에 상이한 영향을 미친다는 것을 실증적으로 뒷받침하고 있으며, 해외직접투자가 유발하는 기업내 무역 패턴을 고려하지 않는 경우 잘못된 결과를 도출할 수 있다는 시사점을 제공하고 있다.
Abstract
Does outward foreign direct investment (FDI) substitutes domestic jobs? Using 2008-2014 firm-level panel data for Korean manufacturing firms, we estimate the impact of changes in FDI and intra-firm trade between parent firm and foreign affiliates on the home country employment, controlling for changing demand conditions and technological change. We show that the motive for FDI and consequently the intra-firm trade between parent firm and foreign affiliates significantly affect the impact of FDI on parent employment. Before controlling for the degree of intra-firm trade, we find that FDI substitutes domestic employment. However, for parents that trade significant amounts of goods with affiliates for further processing or resales, foreign and domestic employment are complements. These offsetting effects are combined to show that FDI by Korea based multinationals is associated with a quantitatively small decline in manufacturing employment.
