한국 제조업체의 해외직접투자가 숙련수요에 미치는 영향

초록

글로벌화가 숙련수요에 미치는 영향은 각국 노동시장의 제도적 특성에 따라 다르다. 본 연구에서는 전기‧전자산업과 자동차산업 해외투자기업 197사의 1999-2010년 패널자료를 이용하여 한국 제조업체의 해외직접투자가 국내 숙련수요에 미치는 영향을 분석하였다. 실증분석에서는 숙련수요 변화를 기업의 평균임금 비율 변화로 측정하고, 시스템 GMM 추정법으로 동태패널 노동수요 모형과 평균임금비율 모형을 추정하였다. 실증결과, 해외투자가 국내 모회사의 생산직 고용을 감소시키고 비생산직 고용을 다소 늘렸지만 숙련수요 변화를 반영하는 평균임금비율에는 유의한 영향을 미치지 않았다. 이는 노동집약적 생산활동의 해외이전으로 생산직 고용은 감소하지만 고숙련 노동 고용은 증가하지 않는다는 것을 시사한다. 이 결과는 개도국 해외투자가 국내 숙련수요를 고도화시킨다는 신고전파적 접근의 수직적 FDI모델로는 설명되지 않으며, 대립적 노사관계와 숙련보다는 기술을 중시하는 혁신전략 등 한국 제조업 노동시장의 제도적 특성을 반영한다.

Abstract

This paper estimates relative labor demand equation based on the panel dataset containing 11 years' of data on 197 Korean electronics and automobile firms. It tests the effect of outward foreign direct investment on the demand for skills in parent company during 1999-2010 period. Empirical result shows that outward FDI in lower wage countries has a significant negative impact upon the demand for productive workers and positive impact upon the demand for non-productive workers in the parent company. But the demand for less-skilled, high-skilled labors in the parent company does not seem to be influenced by outward FDI. This finding is inconsistent with the models of vertical FDI in which outward FDI contribute to skill upgrading at home country. Across all specifications, measures of outward FDI have insignificant effect on demand for skills under technology-oriented innovation strategies and antagonistic labor relations in Korean manufacturing firms.
