국제산업연관표 및 지역산업연관표를 활용한 충청지역의 글로벌 가치사슬 측정 방법 연구

본 연구는 중간재 교역규모가 크고 그리스, 포르투갈과 비슷한 수준의 경제규모를가진 충청지역의 글로벌 가치사슬(GVC) 참여도를 살펴보았다. 이를 위하여 2010년, 2013년, 2015년 한국은행의 지역산업연관표와 아시아개발은행(ADB)의 다지역산업연관표(Multi-Regional Input-Output Table, MRIO)를 통합 및 연결하여 충청지역의 GVC 참여도를 측정하였다. 먼저 충청지역은 대전, 세종, 충남, 충북지역을 통합하였으며, 기존의 지역산업연관표에서 4개의 지역을 통합하여 충청지역으로, 그리고 여타 지역을 충청이외지역으로 구분한 2개 지역으로 구성된 지역산업연관표를 작성하였다. 그리고 ADB 의 MRIO를 한국과 나머지 국가로 구성된 국제산업연관표로 통합하고, 동 국제산업연관표의 한국 부분을 앞서 작성한 2개 지역으로 구성된 지역산업연관표를 활용하여 통합하였다. 동 산업연관표를 활용하여 측정한 충청지역의 GVC 참여도는 충청이외지역보다 매우 높으며, 비슷한 경제규모를 가진 그리스, 포르투갈보다도 높은 것으로 나타났다. 또한, GVC 참여도를 전방 및 후방 참여도로 구분하여 살펴보면, 충청지역의 전방 및 후방 참여도는 대상기간 중 각각 45% 내외를 지속하였다. 또한, 단순 및 복합 참여도로 나누어 살펴보면, 전방참여도는 충청이외지역과 유사하게 전방 단순참여도가 복합참여도보다 높은 반면, 후방참여도는 충청이외지역과 달리 후방 복합참여도가 단순참여도보다높은 것으로 나타났다. 산업별로 살펴보면, 충청지역 제조업의 GVC 참여도가 서비스업에 비하여 모두 높은 것으로 나타났으며, 특히 화학제품, 전기ㆍ전자기기ㆍ정밀기기, 운송장비의 GVC 참여도가 높은 것으로 나타났다. 다만 운송장비의 경우 전방 단순참여도보다 전방 복합참여도가 더 높아 타 산업의 GVC 참여도와 다른 모습을 보였다
Abstract
This study examines the participation of the Chungcheong region in the global value chain (GVC), which has a large intermediate trade scale and an economic scale similar to that of Greece and Portugal. To measure the GVC participation of the Chungcheong region, the regional input-output tables of the Bank of Korea and the multi-regional input-output table (MRIO) of the Asian Development Bank (ADB) were integrated and connected in 2010, 2013, and 2015. First, the Chungcheong region was integrated from Daejeon, Sejong, Chungnam, and Chungbuk regions into a regional input-output table composed of two regions: Chungcheong and other regions outside of Chungcheong. The ADB's MRIO was integrated into an international input-output table consisting of Korea and other countries, and the Korean portion of the international input-output table was integrated using the regional input-output table composed of two regions previously prepared. The GVC participation of the Chungcheong region measured using the MRIO was found to be much higher than that of regions outside of Chungcheong and even higher than that of Greece and Portugal with similar economic scales. When examining the forward and backward participation of the GVC, the Chungcheong region showed a steady rate of around 45% for each during the target period. Furthermore, when divided into simple and complex participation, the forward simple participation rate of the Chungcheong region was higher than its complex participation rate, which was similar to that of regions outside of Chungcheong. However, the backward complex participation rate of the Chungcheong region was higher than its simple participation rate, which was different from other regions outside of Chungcheong. When examining by industry, the GVC participation of the manufacturing industry in the Chungcheong region was higher than that of the service industry, especially in the chemical, electrical and electronic equipment and precision instruments, and transport equipment industries. However, the transport equipment industry showed a different pattern from other industries, with a higher forward complex participation rate than its forward simple participation rate.
