이 연구는 일자리 수 및 임금의 지역별 산업별 집적(일자리 및 임금의 특화도, 경쟁도, 다양성)이 개별 근로자 임금에 미치는 영향(외부효과)을 살펴보는 것이다. 산업의 일자리(고용) 및 임금 집적의 특화도는 긍정적 외부성이 있지만, 일자리 및 임금 집적의 경쟁도와 다양성은 지역마다 다르게 나타나고 있다. 수도권은 일자리 및 임금의 산업집적인 특화도, 경쟁도, 다양성이 플러스의 유의한 형태를 보이고 있지만(임금 경쟁도 제외), 비수도권 산업의 일자리 및 임금집적 특화도를 제외하고 경쟁도와 다양성 모두에서 마이너스의 유의미한 효과를 보이고 있다. 대구경북은 산업의 일자리수 집적의 외부성은 대체로 긍정적으로 작용하고 있지만, 임금으로 측정되는 경쟁도와 다양성은 부정적 외부성을 보이고 있다. 즉, 일자리 수 집적에서는 지역화 경제의 MAR 외부성(특화도), 도시화 경제인 Jacobs 외부성(다양성)과 Porter 외부성(경쟁도)이 긍정적으로 나타나지만, 임금 기준 분석에서는 Jacobs 외부성과 Porter 외부성이 마이너스 외부효과를 나타내고 있다. 일자리 수(양) 증대를 위한 산업 정책에서는 산업간 선택과 집중 및 경쟁과 협력 정책을 동시에 추구하고, 일자리 질 향상을 위한 산업 정책에서는 선택과 집중 정책이 바람직함을 시사한다. 통근으로 측정되는 시장연계효과에서 대구경북은 밀접한 플러스 관계를 설명해 주고 있다. 이는 대구경북 상생발전의 효과를 제시하고 있다.
Abstract
This study is to identify the externalities of the local industry through the number of jobs and wage accumulation in regional Industries. Agglomeration economy (specialization, diversity, competition in job number and total wages) could be a major concern in the employment policy. The externalities of jobs(employment) and wage specialization are positive in the level of nationwide model, however, externalities(competition and diversity) of jobs and wages are appeared different in regions. Except for wages competition, Metropolitan areas are showing a significant plus in the form of a variable indicating the degrees of diversity and competition, and non-metropolitan areas have significant negative effects. Although Daegugyeongbuk is positive job externalities in industry, it is negative in wage externalities measured by competition and variety. In part of Job accumulation, it is shown positive in MAR(Specialization) externalities in regional industry. So does Jacobs(Diversity) and Porter(Competition) externalities. But the externality of wage is negative based on Porter’s and Jacobs’. It is suggests that Job increasing policy in the industry pursue ‘selection and concentration’ and ‘competition and cooperation’ at the same time. In a while, the industrial policy for jobs quality improvement, it should focus on ‘selection and concentration’. Daegu and Gyeongbuk are commuting area and giving explain the positive association closely linked effects on the market. It suggests the effect of Daegugyeongbuk win-win cooperation development.
