인구문제는 인구절벽, 인구지진으로 표현될 만큼 심각한 상황에 처해 있다. 생산가능인구가 감소하고 고령인구가 증가하는 한국의 추세는 대구경북에서도 유사하게 나타난다. 대구경북의 인구구조 변화는 저출산․고령화가 심화되는 가운데 한국의 수도권 집중 현상이 더해져 청년인구가 유출되고 지방소멸의 위험성이 증대하는 위기 상황에 직면해 있다. 하지만 인구문제에 대한 정책 대응은 중앙정부가 주도하는 수도권 중심의 대안으로서 지역의 사회경제적 특성과 불일치하여 결과적으로 실패하고 있다. 따라서 인구문제를 해결하기 위해서는 이것이 인구현상을 넘어선 지역사회 전반의 문제인 것으로 인식하는 패러다임의 전환이 필요하다. 또한 중앙정부 중심의 정책결정 구조를 지역 거버넌스 중심의 플랫폼으로 변경하고, 이를 효과적으로 작동시키려는 노력이 요구된다.
Abstract
Population problems are so severe that they are represented by population cliffs and population quakes. Daegu Gyeongbuk are no exception to the trend of Korea where the working age population is decreasing and the elderly population is increasing. Changes in the demographic structure of Daegu Gyeongbuk are characterized by low fertility-ageing society, youth outflow, and increased risk of local extinction. However, the policy response to the population problem is centered on the Seoul Gyeonggi area led by the central government. This policy direction is in disagreement with the socio-economic characteristics of each region. Therefore, in order to solve the population problem, it should be recognized that this is a problem for the whole local community beyond the population phenomenon. It is also necessary to shift the policy paradigm into a form driven by local governance and to operate it effectively.
