콜롬비아 인권정책이 평화와 발전에 미친 효과 분석

초록

이 연구는 평화협정에 기반한 인권정책이 평화와 발전에 끼치는 효과를 분석하여 평화-인권-발전(PHD)의 선순환 조건을 찾는 것을 목적으로 한다. 2016년 콜롬비아 정부는 무장혁명군과의 평화협정을 체결하여 평화적 전환을 기대했지만, 협정 이후 계속되는 폭력 사태와 마약범죄, 빈곤문제 등에 의해 사회적 안정을 위협받고 있다. 평화협정으로 해결되지 않는 분쟁의 여파가 수많은 인명피해들을 발생시키고 있는 것이다. 따라서 협정의 주요 골자를 구성하고 있는 인권정책을 통한 평화적 전환과 지속가능한 발전은 매우 시급한 과제라고 할 수 있다. 분석의 결과, 콜롬비아 인권정책은 한편으로는 이행기 정의 메커니즘을 통해 평화구축과 상호연계성을 확대해 가고 있지만, 다른 한편으로는 사회적 발전에 거의 영향을 주지 못한 것으로 파악됐다. 이러한 결과를 바탕으로 필자들은 인권과 평화의 통합적이고 독립적인 정책 추진, 지속적인 정치적 노력, 분쟁피해자 인권 회복, 그리고 인권과 발전에 대한 국제사회의 관심의 증대가 콜롬비아의 평화-인권-발전의 선순환 조건을 마련할 수 있다고 강조했다.

Abstract

This study examines the effects of human rights policies on peace and development in Colombia, searching for the virtuous conditions of peace-human rights-development nexus. The Colombian government concluded the peace agreement with FARC in 2016. However, the continued violence, narcotic crimes, and poverty after the agreement threaten the social stability. The intractability generates victims of conflict, and this is why peaceful transformation and sustainable development through human rights, which composes a key skeleton of peace agreement. The findings presents that human rights policies implemented under these circumstances increase the interrelations with peace via transitional justice mechanism on the one hand, and have a minimal effect on development on the other. Based on the result, the authors emphasize the integrating yet separated implementation of human rights and peace, unabated political attempts, restorations of victims' human rights, and the international attention to human rights and development.
