시장을 포함한 지방자치단체장들은 왜 랜드마크를 건설할까? 이 연구는 랜드마크를 정치엘리트와 개별 정치집단의 이데올로기가 투영된 상징물로 해석한다. 우리는 서울시로 논의의 초점을 맞춰 보수성향 서울시장의 랜드마크인 ‘동대문 디자인 플라자(DDP)’와 진보성향 서울시장의 랜드마크인 ‘서울로 7017’을 사례로 선정한다. 각 랜드마크를 정당화하고 홍보하기 위한 담론, 이야기, 상징 등을 분석하여 두 랜드마크에 반영된 보수성향 시장과 진보성향 시장이 추구하는 목표의 유사점과 차이점을 밝힌다. 이 과정에서 도시학자 마이크 더글라스가 제시한 도시발전 유형으로서 신자유주의적 지구적 경쟁과 친화적인 ‘글로보폴리스’ 개념 및 다양성을 포용하는 우호성에 기반한 ‘코스모폴리스’ 개념을 비판적으로 활용한다.
Abstract
Why do local government heads, including mayors, build landmarks? This study interprets landmarks as symbols that reflect the ideology of political elites and each political groups. We focus our discussion on the city of Seoul and select ‘Dongdaemun Design Plaza (DDP)’, a landmark of the conservative mayor of Seoul, and ‘Seoullo 7017’, a landmark of the progressive mayor of Seoul, as examples. By analyzing the discourse, stories, and symbols used to justify and promote each landmark, we reveal the similarities and differences in the goals pursued by the conservative mayor and the progressive mayor reflected in the two landmarks. In this process, we critically utilize the concept of ‘globopolis’, which has affinity to neoliberal global competition, and the concept of ‘cosmopolis’, which is based on conviviality that embraces diversity, as a type of two different urban developments proposed by urbanologist Mike Douglas.
