Abstract
This study analyzes the democratic control mechanisms of the South Korean military across three dimensions - vertical, horizontal, and self-control - with particular focus on examining the failure of self-control as manifested during the December 3, 2024 martial law crisis. Utilizing Elster's behavioral decision model, which presents four interacting elements - information, desire, belief, and emotion - as an analytical framework, this research investigates how the strengthening of military expertise paradoxically led to the weakening of democratic control. The findings reveal that despite the formal institutionalization of democratic control following democratization, the South Korean military continues to show serious structural limitations in its practical operation. The December 3 martial law crisis particularly demonstrated how the complex distortions of dual information management, prioritization of organizational interests, disconnection from democratic values, and institutionalization of superiority complex can manifest in extreme forms during crisis situations. The research identifies instances where the enhancement of military expertise, contrary to Huntington's expectations, served as a basis for resistance to civilian control rather than strengthening self-control. Based on these findings, this study derives policy implications for redesigning the military control system. It suggests that reforms at the institutional level must be integrated with the internalization of democratic values within military organizations and the re-establishment of military-society relations. This analysis is significant in that it provides theoretical and practical foundations for ensuring the sustainability of democratic control.
