초록
Given the fact that the existence of past experiences of military intervention and a large military, how have the South Korean civilian governments successfully made the military retreat from domestic politics? Drawing from the literature on democratic transitions and military autonomy, I argue that the legitimacy and effectiveness of civilian governments and their strategic decisions of first limiting political autonomy are necessary conditions for the successful establishment of civilian control over the armed forces in new democracies.
Abstract
Given the fact that the existence of past experiences of military intervention and a large military, how have the South Korean civilian governments successfully made the military retreat from domestic politics? Drawing from the literature on democratic transitions and military autonomy, I argue that the legitimacy and effectiveness of civilian governments and their strategic decisions of first limiting political autonomy are necessary conditions for the successful establishment of civilian control over the armed forces in new democracies.
