Abstract
This study investigates the strategic recalibration of U.S. policy toward Russia under President Trump’s second term, with a particular focus on the underlying geopolitical drivers and implications of this shift. Rather than a reflection of President Trump’s personal affinity for President Putin, this policy shift represents a broader effort to respond to the structural transformation of the twenty-first-century international order. China’s rapid rise has evolved into a systemic challenge to the U.S.-led liberal order. Moreover, the intensified Western sanctions on Russia and the deepening U.S.–Russia antagonism following the Ukraine war have further solidified the Sino-Russian strategic partnership, thereby strengthening anti-U.S. coordination and placing greater pressure on American global primacy. Given this, Trump’s pivot to Russia represents a calculated realist maneuver to diplomatically detach Russia from China, thereby weakening their alignment and reshaping the Eurasian balance of power in favor of the United States. However, this strategy faces significant structural constraints, including deep mutual mistrust between the United States and Russia, the unpredictability of Russian foreign policy, persistent volatility in trilateral dynamics among the U.S., China, and Russia, and the erosion of cohesion within U.S.-led alliances—all of which may undermine its viability and generate unintended, potentially counterproductive consequences.
