북한의 식량위기는 가계부문의 대응능력을 신장시켰다. 또한, 국가에 의해 주도되고 있는 정책변화는 단기적으로는 식량증산이라는 결과로 나타났다. 북한 농업정책에 있어 포전담당제가 중요한 역할을 하였다. 포전담당제는 농업경영형태 측면에서는 가족농과 유사한 측면을 갖고 있다. 또한, 4월 27일 남북정상회담, 6월 12일 북미정상회담 등 일련의 정상회담이 가시적인 성과를 내면 외부로부터의 자원도입을 위한 내부정책도 그에 맞추어 변화가 일어날 것이다. 남북 협력사업은 농업부문에서부터 출발할 것이다. 남북 농업협력이 지속가능하게 추진되기 위해서는 1) 협동조합에 대한 경험 공유, 2) ‘북한 농업발전은행’ 설립을 통한 남북 농업협력체계 구조화, 3) 남북 대학 간 연구기관 간 교류를 통해 농업, 농촌, 농민과 관련한 공동의 정보 구축 등이 필요하다는 제언을 한다.
Abstract
Food scarcity in North Korea lead to its development of countermeasures in family sectors. Furthermore, new policies led by the State was found to have positive short- term effect on increased production. Garden Production Responsibility System played an important role concerning the agricultural policies led by the government. Garden Production Responsibility System has number of similarities comparable to traditional family farm in terms of agricultural management. Moreover, promising results from series of events happened during April 2018 inter-Korean summit and June 2018 North Korea–United States summit could bring changes to internal policies related to introduction of resources from outside. The beginning of inter-Korean cooperation business will arise from the agricultural sector. I suggest the following for inter-Korean agricultural cooperation, first share valuable information of matters involving the cooperative, second initiate the structurization of system for inter-Korean agricultural cooperative through the establishment of “Agricultural Development Bank of North Korea”, third keep continuous exchange between research institutions of North and South regarding the matter of building the collection of shared information about agriculture, farms and its farmers.
