김정은 집권 이후 북한 당국은 식량난 해결을 위해 농업 분야에서의 과학기술 중시정책과 농업생산성 향상을 위한 구체적인 실행방안을 제시하였다. 그러나 국제사회의 대북제재, 기후변화로 인한 자연재해 등으로 북한의 농업생산 침체와 식량부족 문제는 개선되지 않고 있다. 북한의 농업생산성 향상을 위해서는 농자재 지원과 기반 시설 건설 등 복합적 지원과협력이 필요하다. 현재의 교착 국면에서 북한의 농업생산성 향상 지원을위한 교류와 협력은 어려움이 있으나, 우리의 농업 기술을 공유할 기회를만들고 준비할 필요가 있다. 이에 본 연구에서는 김정은 집권 이후 강조하고 있는 농업의 과학화, 집약화, 현대화와 연계하여 북한 농업정책에 대한분석을 바탕으로 향후 추진 가능한 농업교류협력 방향을 제시하였다. 또한, 본 연구에서는 북한이 활동하고 있는 농업과 연관성이 있는 국제 네트워크를 분석 후 현재 대북제재 상황 속에서 교류협력이 가능한 사업을제시하여 향후 실현 가능한 농업협력 사업 발굴에 도움이 될 것이다.
Abstract
Under the Kim Jong Un regime, North Korea emphasizes the use of science and modern technology in the field of agriculture. Action plans have also been established to increase agricultural productivity and reduce food insecurity. However, the country’s agricultural production and food insecurity have not improved due to international sanctions against North Korea and the impact of climate change induced natural disasters. In order to boost agricultural production, support for agricultural materials and construction of infrastructure in North Korea are needed. Currently, the improvement of the country’s agricultural productivity is difficult, but opportunities to share agricultural technologies in the future need to be fostered and prepared. Thus, this study analyzes North Korea’s agricultural policy and suggests a direction for future inter-Korean agricultural cooperation. This study aims to contribute to identifying potential agricultural cooperation projects with the international community under the current North Korea sanctions regime.
