Abstract

The organization of the Korea co-operative consists of two stages: the primary co-operatives and NACF (National Agricultural Co-operative Federation), which has a holding company and subsidiary for the execution of the business. The Governance of the primary co-operatives (NACF) was composed of the General Assembly (parliamentary assembly) for decision-making, the board of directors, representative (Chairman), and executive director for business operating, and an audit (Audit committee) for the supervisory. Non-executive representatives, executive director, and outside directors were required to strengthen their professionalism according to the size of the cooperative’s business. Until recently, the improvement of the governance structure has focused on reducing the power of a representative (Chairman) and improving the efficiency of the project. The direction of the reform is to establish an institutional and practical basis for implementing user-centered co-operatives. It is important to strengthen the practical operation and business participation of the members and to establish the roles of a holding company and subsidiary.
