지난 문재인 정부가 명운을 건 소득주도성장이 고전을 면치 못했다. 이는 「최저임금 1만 원」, 「주 52시간 노동」, 「일자리 창출」 등 성장전략들이 서로 엇박자를 냈다는 것이 그 이유이다. 이 과정에 희생양은 늘 그렇듯이 소상공인이었다. 이를 극복하고 소상공인의 자주성 확보를 위한 대책을 협동조합에서 찾아보고자 한다. 협동조합은 지난 수백 년을 우리 인류와 함께하면서 우리 삶에 이로운 지혜를 가득 담고 있다. 하지만 합동조합은 매번 같은 성과를 보장하는 기계가 아니다. 이는 협동조합의 잠재력을 제대로 파악하여 소상공인의 경쟁력을 강화하라는 요구이다. 이에 협동조합 고유의 가치, 특성, 원칙 등을 살펴보고 소상공인의 복지증진, 즉 사회-경제적 자주성 확립을 위한 대안을 제시하고자 한다.
Abstract
The income-led growth on which the fate of the last Moon government depends has been struggling. The reason is that the growth strategy, i.e., “minimum wage of 10,000 won per hour,” “52 labor hours per week,” and “job creation” have a discordant relationship. In this process, the scapegoat, as usual, is a small business owner. Therefore, we would like to find at cooperative the measures to strengthen the competitiveness of small businesses in the marketplace. The cooperatives have been with us for hundreds of years and are full of wisdom that is beneficial to our lives. However, a cooperative is not a machine that guarantees the same performance every time. This calls for maximizing the effectiveness of income-led growth by gaining a good grasp of the cooperative’s potential. In this regard, we will point out the unique values, characteristics, and principles of cooperatives and propose alternatives for promoting the welfare of small businesses, namely establishing their socioeconomic self-reliance.
