독일은 국민경제의 허리에 해당하는 중소경제를 육성하고자 협동조합에서 길을 찾았고, 그 구체적 모델로서 사용자(=직원)협동조합을 주목하였다. 이는 사용자협동조합(이하 사협)의 동일성, 즉 사용자가 직원이란 정체성을 겨냥한 것이다.1) 이에 사협의 특성과 역사적 성과를 짚어보고, 중소경제의 육성과 발전을 위한 사협의 잠재력을찾아보고자 한다. 특히 청산(淸算) 등에 직면한 위기기업과 이를 극복하기 위한 대안으로서 후속기업을 모색할 경우 사협의 가능성과 문제점을 중점적으로 살펴보고 해법을 논하고자 한다.
Abstract
This subject is not new, but its light has not disappeared because small and medium-sized enterprises are important members of the national economy. Therefore, promoting these enterprises is a task that the national economy can never give up. In order to effectively fulfil the task of the national economy, Germany has found its way into cooperatives and has paid attention to the labour-managed cooperative as a specific model of cooperatives. In this context, a presentation will be made in three steps. Firstly, some light is thrown on the features of the labour-managed cooperative and its historical achievements as a cooperative organization. The second will focus on the potential contribution of labour-managed cooperative in the stabilization of small and medium-sized enterprises. The last chapter will deal in particular with the possibilities and problems of the labour-managed cooperative in the case of company crises and succession planning in order to discuss their solution and conclusions.
