태권도 재정지원사업 진단 및 발전방안 탐색 : 국민체육진흥기금을 중심으로

이 연구의 목적은 정부에서 추진하고 있는 국민체육진흥기금 회계의 태권도 분야 재정지원사업을 진단하고 이를 기반으로 발전방안을 도출하는데 있다. 이러한 연구목적을 달성하기 위해서 문화체육관광부의 최근 3년간 예산 및 기금운용계획 사업설명자료를 대상으로 문헌분석을 실시하였다. 이에 따라 현황을 분석하고 진단 및 논의 과정을 거쳐 발전방안을 도출하였다. 먼저, 현황 분석에서는 사업개요 및 내용, 추진방향 및 목적, 재정규모, 반영절차 등 네 부분으로 구분하여 살펴보았으며, 재정지원사업의 내용, 방향, 규모, 절차 등 전반적인 사안을 파악하였다. 다음으로 진단 및 논의에서는 현황 분석을 감안할 때 중점적으로 다룰 필요가 있는 세 가지 부문에 초점을 두고 장단점을 도출하였다. 사업 관련 주체, 사업방향 및 내용, 이해관계 등 세 가지 부문에서 태권도 분야 재정지원사업 전반에 관해 장단점을 진단하고 필요한 논의를 전개하였다. 마지막으로 발전방안에서는 진단 및 논의에서 다룬 세 가지 부문을 중심으로 필요한 발전과제 및 방안을 제시하였으며, 이와 병행하여 이를 추진하기 위한 단계별 전략 또한 도출하였다. 단계별 전략은 민관전위원회 구성운영, 사전조사 시행, 중장기 계획수립, 재정지원사업 계획수립 및 운영 등 전체 네 단계로 구분하여 제시하였다.
Abstract
The purpose of this study is to diagnose the government's budgetary programs in the Taekwondo field of the Korea Sports Promotion Fund and draw development plans based on them. To achieve this goal, the Ministry of Culture, Sports and Tourism conducted a literature analysis on the budget and fund management plan program description data for the past three years. Thus, the development plan was derived after analyzing the status of the current situation, diagnosing it and discussing it. First, In the status analysis, we looked at four parts: overview and contents of budgetary programs, direction and purpose, budgetary scale, and reflection procedure. Overall issues, such as the details, direction, scale, and procedures of the budgetary programs were identified. Next, the diagnosis and discussion focused on three areas that need to be addressed with emphasis given the status analysis, leading to advantages and disadvantages. In three categories, program-related agent, directions and contents of programs, and interests, the company diagnosed the overall strengths and weaknesses in the Taekwondo sector and conducted necessary discussions. Finally, the development plan presented the necessary development tasks and measures, focusing on the three areas covered in the diagnosis and discussion, and drew a step-by-step strategy for implementing them in parallel. The strategies for each step were presented in four stages: formation of a civil-private service committee, pre-survey implementation, long-term plan, and planning and operation of Budgetary Programs.
