태권도 정책과 제도의 개선방안에 관한 중요 우선순위 분석

목적 본 연구는 계층적 의사결정법을 적용하여 태권도 정책과 제도의 개선방안에 관한 중요 우선순위를 분석을 통해 선행연구에서 도출된 태권도 정책과 제도의 개선방안에 관한 효과적인 전략을 제시하는데 연구의 목적이 있다. 방법 연구의 목적을 달성하기 위하여 태권도 전문가 패널 10명을 선정하였고 이들을 대상으로 설문지를 배포하여 자료를 수집하였다. 설문지는 선행연구에서 도출된 태권도 개선방안에 관한 쌍대비교를 묻는 문항이 포함되어 있으며, 수집된 자료는 Dress 1.7 프로그램을 통해 분석되었다. 결과 태권도 정책과 제도의 개선방안에 관한 중요 우선순위 분석 결과 상위계층은 ‘태권도 인재양성을 위한 제도 구축’, ‘태권도 융･복합 R&D 확대’, ‘성인 태권도 개선방안 모색’, ‘태권도 행정기관의 업무효율성 강화’의 순으로 나타났다. 또한 복합가중치를 이용하여 하위계층에 관한 중요 우선순위 분석 결과 총 11개의 순위가 도출되었으며 ‘국제적 관점에서의 태권도 전문 교육기관 설립’이 가장 높은 순위, ‘다양한 계층에게 생활스포츠로써의 역할 강조’가 가장 낮은 순위로 도출되었다. 결론 본 연구에서 제시된 중요 우선순위 결과를 토대로 태권도 정책 및 제도의 개선방안을 효율적으로 제시함으로써 보다 효과적이고 전략적인 태권도 정책 및 제도에 대한 수행이 이루어지는데 기여할 수 있다.
Abstract
Purpose The purpose of this study was to derive important priorities for improving Taekwondo policies and systems by applying AHP, and further present strategic plans for effective policy implementation. Method Among the non-probability sampling methods, a panel of experts (10 people) was selected through Purposive sampling, and questionnaires were distributed to them to collect data. The questionnaire includes questions asking about paired comparison on improvement plans, and the collected data were analyzed through the Dress 1.7 program. Results The results of analyzing the important priorities of a total of 11 Taekwondo improvement plan using composite weights are as follows. The upper improvement plans was in the order of ‘Establishing an international educational organization,’ ‘Establishing a comprehensive organization to communicate opinions and establish roles,’ and ‘Establishment and application of leader registration system.’ Conclusion More effective and strategic policy implementation can be achieved by implementing Taekwondo policies and system improvement plans based on the composite priority results presented in this study.
