장애인태권도 승품(단) 심사규칙 연구: 정신적 장애인 심사규칙을 중심으로

목적 본 연구는 정신적(지적, 자폐, 정신) 장애인과 비장애인 태권도의 심사규칙 현황을 파악하고, 정신적 장애인 심사규칙 제정의 필요성을 제시하며 장애인태권도 발전과 저변확대를 위한 방안을 모색하는 데 목적이 있다. 방법 태권도심사와 관련된 문헌연구와 정신적 장애인, 비장애인 태권도심사 규칙의 전반적인 내용을 파악하고, 심층면담법과 내용분석을 실시하였다. 결과 장애인태권도 심사규칙은 장애인의 태권도 참여 확대와 공정한 평가 기회 제공을 위해 필요하며, 전문가 집단의 참여로 지속적인 개선을 위한 노력이 이뤄지고 있다. 특히 정신적 장애인 심사규칙은 ‘지적 태극품새’ 도입, 표적(미트) 차기 활용, 평가 요소 조정 등 장애 특성을 고려한 유연한 접근을 보여주고 있다. 결론 장애인태권도 심사규칙의 제정은 태권도의 포용성을 높이고 장애인의 성장을 도모하는 중요한 진전이다. 향후 장애 유형과 정도를 고려한 다양하고 세분화된 평가 기준 개발, 전문 지도자 양성, 통합형 대회 및 프로그램 확대 등을 통해 장애인태권도의 지속적인 발전을 이룰 수 있을 것으로 기대된다.
Abstract
Purpose The purpose of this study is to identify the current status of judging rules for Taekwondo for people with mental disabilities(intellectual, autistic, mental) and people without disabilities, and to explore ways to develop and expand the popularity of Taekwondo for people with disabilities, including the need to establish judging rules for people with mental disabilities. Method In-depth interviews and content analysis were conducted to identify the literature related to Taekwondo judging and the overall content of Taekwondo judging rules for people with mental disabilities and people without mental disabilities. Results The evaluation rules for disabled Taekwondo are necessary to expand participation in disabled Taekwondo and provide fair evaluation opportunities, and are continuously being improved through the participation of a group of experts. The evaluation rules for mentally disabled people show a flexible approach that takes into account the characteristics of disabled people compared to non-disabled people, such as the introduction of ‘intellectual Taegeuk Poomsae’, the use of target (meet) kicks, and the adjustment of evaluation factors. Conclusion The establishment of Para-Taekwondo Judging Rules represents a significant advancement in enhancing the inclusivity of Taekwondo and fostering the growth of individuals with disabilities. Moving forward, the continuous and comprehensive development of Para-Taekwondo is expected through the creation of diverse and detailed evaluation criteria reflecting various types and degrees of disabilities, the training of professional coaches, and the expansion of inclusive competitions and programs.
