철도기관사의 인지실패, 실수, 아차사고 및 책임사고의 인과관계: 하인리히 법칙에 토대한 탐색적 구조분석

본 연구는 산업재해 분석을 토대로 ‘일정기간 경미한 징후(전조)의 반복과 누적이 결국은 중대사고로 연결된다’는 하인리히 법칙을 코레일의 철도기관사 인적오류 데이터에 적용하여 그 구조적 인과관계가 성립하는지를 탐색적으로 분석해보려는 목적에서 시도되었다. AMOS를 활용한 경로분석 결과, ‘인지실패, 실수와 아차사고’ 및 ‘실수, 아차사고 와 책임사고’의 경로에서 하인리히 법칙의 구조적 인과관계 가설, 즉 경고성 징후들이 궁극적으로 중대사고로 연결된다는 것을 확인하였다. 한편, ‘인지실패와 책임사고’ 간의 경로에서도 유의한 관계를 보여 하인리히 법칙의 순차적 인과관계 구조에서 벗어난 결과가 도출되었지만, 이를 제외한 여타의 관계에서는 하인리히 법칙이 제시하는 순차적 인과관계 구조가 철도기관사의 인적오류에서도 발견된다는 것을 확인하였다.
Abstract
This study intended to exploratively analyze the structural causality of Heinrich Law which implies ‘Iteration and accumulation of small and light sign(portent) of accidents for certain period of time eventually causes severe accidents’, applying this law to the human error data of Korail’s train drivers. The results of path analysis using AMOS showed that the direction of two paths, that is, ‘cognitive failure, mistake and near-miss’ and ‘mistake, near-miss, and responsibility accident’ were shown as valid. And ‘cognitive failure and responsibility accident’ path also showed a significant causality, a different result from Heinrich Law’s stepwise structural causality. However, it was testified that the overall stepwise causality structure which Heinrich Law connotes is also shown in train drivers human error.
