서울메트로와 서울도시철도공사의 안전성 및 효율성 향상을 위해 2017년 서울교통공사 출범. 통합이후 서울교통공사에 대한 안전성 측면은 통합 이전보다 철도사고 및 운행장애가 58.3% 감소하여통합에 대한 효과가 있는 것으로 나타났다. 하지만 효율성에 대한 DEA 분석 결과 통합 이전 서울메트로가 높고 통합 이후인 서울교통공사가 낮은 것으로 분석되었다. 서울교통공사의 효율성 향상을위해 운송원가의 52%를 차지하는 인건비 절감과 운임에 대한 현실화 방안이 필요하며 운임 관련 제도의 법제화, 운송원가에 포함 되지 않은 전동차 교체 비용 등 재원 마련에 대한 체계적인 검토를하여야 한다. 또한 우리나라도 초고령화 사회임을 인식하고 무임승차 손실 부분에 대한 정부의 보존이나, 무임승차 개시 나이의 조정 등을 통한 개선이 필요한 것으로 사료 된다.
Abstract
The Seoul Metro Corporation was launched in 2017 to improve the safety and efficiency of the Seoul Metro and the S.M.R.T. Since the integration, the safety aspect of the Seoul Metro Corporation has been found to be effective in integration, with railway accidents and operating disturbances reduced by 58.3% compared to before the integration. However, according to DEA analysis on efficiency, Seoul Metro was high before integration and Seoul Metro Corporation was low after integration. In order to improve efficiency of the Seoul Metro Corporation, measures to reduce labor costs and realize freight costs, which account for 52% of transportation costs, should be systematically reviewed for financing such as the legislation of freight-related systems and the cost of replacing trains not included in transportation costs. It is also believed that Korea needs to recognize that it is an ultra-aged society and improve it by preserving the government's loss of free rides or adjusting the age of free rides.
