대한민국의 고령화는 사회 전반에 걸쳐 다양한 영향을 미치며, 이에 따라 제도 개선과 문제 해결을 위한 체계적인 접근이 요구되고 있다. 본 연구는 서울시 지하철 무임승차 제도를 중심으로 고령화로 인한 사회적 변화와 이에 대응하기 위한 정책적 대안을 모색하고자 한다. 서울시 노인 인구 특성과 지하철 이용 행태를 공공데이터를 통해 분석하였으며, 선형회귀분석을 활용하여 무임승차와 관련된 주요 결과를 예측하였다. 이를 바탕으로 기초연금 수급자를 기준으로 차등 요금제를 적용하는 방안을 대안으로 도출하였다. 이러한 연구는 지하철 운영의 재정 건전성과 예산 관리 효율성을 제고할 수 있는 현실적이고 구체적인 정보를 제공한다. 나아가 제도 개선 과정에서 의사결정을 지원하며, 비용 효율성과 사회적 형평성을 고려한 정책 수립에 기여할 것으로 기대된다. 본 연구는 고령화 사회에서 발생하는 문제에 대해 데이터 기반의 접근과 정보기술 활용을 통해 체계적이고 현실적인 대응 방안을 제시함으로써 지속 가능한 사회 발전에 이바지하고자 한다.
Abstract
The aging society in South Korea has far-reaching impacts across various aspects of society. This necessitates systematic approaches to institutional improvements and problem-solving. This study focuses on the fare-free subway policy in Seoul, exploring policy alternatives to address societal changes driven by aging demographics. The study analyzes public data on the characteristics of Seoul's elderly population and their subway usage patterns. By employing linear regression techniques, it predicts key outcomes related to the fare-free policy. Based on this, an alternative approach was proposed to implement a differentiated fare system for recipients of the basic pension. This research provides realistic and actionable insights to enhance the financial sustainability of subway operations and improve budget management. Furthermore, it supports decision-making processes and contributes to cost-efficiency and social equity in policy formulation. Through a data-driven approach and the use of information technology, this study aims to present systematic and practical solutions to the complex challenges of an aging society. Ultimately, it seeks to contribute to sustainable societal development.
