린드 4세대 전쟁론의 재조명 - 4세대 전쟁론 비판에 대한 반증을 중심으로 -

아프가니스탄과 이라크에서의 전쟁 이후 ‘4세대 전쟁론(Fourth Generation Warfare, 4GW)’은 미래 전쟁양상을 설명하는 이론으로 주목을 받게 되었다. 이후 미국은 물론 국내에서도 4세대 전쟁에 대한 연구가 활발하게 이루어졌는데, 연구가 활발해 지면서 이론에 대한 비판들도 제기되었다. 그러나 이러한 비판들은 4세대 전쟁 개념을 최초로 제시한 윌리엄 린드(William S. Lind)의 이론에 대한 그릇된 해석과 토머스 햄즈(Thomas X. Hammes) 같은 일부 학자들의 자의적인 해석에서 비롯된 것이다. 따라서 이 논문은 린드 4세대 전쟁을 정확히 이해하고, 군사학 연구의 외연을 넓히는데 기여하는 것을 목적으로 하고 있다. 4세대 전쟁론에 대한 대표적인 비판은 세대론 모델, 전쟁 주체, 역사 해석에 대한 문제를 들 수 있다. 그러나 이러한 비판들은 린드가 논문에서 미처 자세히 설명하지 못한 진화론과 변증법을 통해 설명하면 쉽게 반증이 가능한 비판들이다. 하지만 이러한 비판에 대한 반증에도 불구하고 ‘4세대 전쟁’이 모호한 개념이라는 비판은 벗어나기 어렵다. 4세대 전쟁론에 대한 많은 연구들은 린드의 이론보다는 4세대 전쟁을 다르게 이해한 햄즈의 주장을 수용하고 있다. 국내 연구 역시 햄즈의 주장을 확대해석해서 북한의 위협을 4세대 전쟁 양상으로 설명하려고 노력하고 있다. 그러나 잘못된 기준을 가진 잘못된 분석은 근거가 부족한 해결책을 제시할 수밖에 없으며, 이후의 연구에도 부정적인 영향을 미칠 것이다. 따라서 린드의 4세대 전쟁에 대한 정확한 이해와 적용으로 미래 위협에 대한 이해를 심화해야 타당한 대응책을 제시할 수 있을 것이다.
Abstract
During and after wars in Afghanistan and Iraq, the 4th Generation Warfare(4GW) has been watched with keen interest as an appropriate concept to describe the future warfare in 2000s. Since then, many studies have been made in the U.S. as well as Korea. However, there are increasingly a lot of critiques as 4GW prevails in military affairs. These critiques are originated from misunderstandings on and arbitrary analysis of Lind’s theory. Therefore, in order to understand 4GW correctly, we must make more studies on his logical context and on the details of the theory. The critiques are the matters of generational model, fighting actors of warfare, analysis on the history, and so forth. But these critiques are disproved easily by understanding ‘evolutionary theory’ and reading between the lines of Lind’s articles carefully. Nevertheless, 4GW cannot avoid the criticism that it is not only ambiguous but also not tangible. Many studies on 4GW adopted the opinion of Hammes who interpreted it differently rather than Lind’s own theory. In Korea, some studies try to explain the N. Korean threats with overanalysis of Hammes’ study. The false response derived from the fallacy is unfortune to the national security. Furthermore, they would be a poisonous citations of later study. On the other hand, we would be able to suggest appropriate responses to the prevailing the non-state or trans-state threat by the exact understandings of Lind’s 4GW.
