2019년 현재 한반도에 불고 있는 평화분위기는 현실성 높고 안정적으로 보인다. 미국과 북한간의 1, 2차 정상회담을 통해 비핵화에 대한 논의는 지속되고 있고, 18년 4월 남북 정상 간의 지속적인 만남과 이어서 취해진 군사적 신뢰조치 등은 이러한 시류를 더욱 뒷받침 하고 있다. 그러나 협상과 중재의 과정에서 필연적으로 발생할 수 있는 갈등국면은 과거의 사례를 고려 시 군사적 카드를 손쉽게 꺼낼 수 있는 분위기이기도 하다. 본 논문은 이러한 갈등적 국면의 도래는 필연적일 수 있음을 가정한다. 따라서 이러한 위기국면을 슬기롭고 안정적으로 극복하는 것은 곧 한국의 국익수호와 향후 협상단계에서 매우 중요한 위치를 차지한다는 것을 강조하고자 한다. 위기라는 것은 갈등-분쟁-위기의 단계적인 상황을 거쳐 이루어진다. 이는 20세기 냉전 갈등의 최고조에 이르렀던 쿠바 미사일위기 당시 케네디 대통령과 국방장관인 맥나마라가 주도하며 이루어졌던 위기관리 정책결정 단계 통해 확인할 수 있다. 이러한 과정에 대한 연구와 전략적 함의를 도출하는 것은 매우 중요한 의미를 가진다고 할 수 있다. 물론 현재의 안보상황만을 고려했을 때 본 연구는 다소 공격적일 수 있다. 그러나 “평화를 원하거든 전쟁을 준비하라”고 했던 로마의 베게티우스가 남긴 격언처럼 위기는 항시 대비되어야 한다. 이에 본 연구는 위기관리에 대한 이론적 고찰로 위기의 개념과 발생단계, 위기관리 의사결정모델 등을 우선 살펴본 후, 쿠바 미사일 사태의 배경을 분석하고 이어서 사태의 전개과정에서 미국의 위기관리 절차를 살펴본다. 이 후, 미국의 정책결정적 시각에 초점을 맞추어 쿠바미사일 사태 과정에서 미국이 보여준 행동을 통해 이것이 국가수준에서의 한반도 위기관리 체계에 주는 함의는 무엇인지 도출하고자 한다.
Abstract
In 2019, the mood of peace in Korean peninsula is very practical and stable. ROK and DPRK have summit in Panmunjeom, USA and DPRK have summit meeting in Singapore and Hanoi. They discuss how to do for denuclearization in korean peninsula. These efforts are making peaceful image to people who lives in korea, DPRK's nuclear bomb and ballistic missile crisis will be fade away. But Crisis management and negotiation would need more time than any other denuclearization cases. This study argue that ROK government have to make appropriate strategy concept and capability about solving crisis by politics or military means. Crisis management progress needs three procedure means conflict-dispute-crisis. In order to prove these procedure, our study discuss about Cuban Missile Crisis. Though the security environment in korean peninsula isn’t appropriate to discuss about military crisis, We have to make strategy concept and capability for countermeasure by culmination from DPRK or other countries. For these study, we studied crisis management and concept of crisis, other argument from various kind of experts. And We discuss about three theories what argued by Graham Allison about decision making procedure in Cuban Missile Crisis. And finally, We studied about the 30years nuclear crisis between ROK and DPRK. These process will be helpful for understanding why ROK decision makers have to make crisis managing strategy and rise there capabilities.
