인용 연결망 분석을 활용한 중국의 대한반도 정책 전문가 공동체 연구

개혁개방 이후 중국 지식인들이 대외정책에 미치는 영향이 점차 크게 증대되기 시작했다. 이러한 상황에서 그동안 학계에서는 중국 내 대외정책 관련 주요 싱크탱크와 전문가들에 대한 다양한 연구성과가 제시되었다. 그런데 기존 연구는 정책 전문가들로 구성되는 지적 공동체에 대한 연구가 지니는 중요성에도 이에 별반 관심을 기울이지 않고 있다. 이 연구는 이와 같은 연구 공백을 보충하는 입장에서 인용 연결망 분석기법을 활용해 중국의 대한반도 정책전문가들고 구성되는 정책 공동체의 특징을 '구조'와 '구성원'(행위자)에 초점을 두고 분석하고 있다. 구체적으로 정책 담론의 형성에 참여하는 전문가들은 누구이고, 또 이들의 참여 수준은 어느 정도인지, 또 공동체 내 전문가들 사이의 관계와 이것이 공동체 전체 구조에 미치는 영향을 분석하고 있다. 그리고 이와 같은 분석 결과가 중국의 정책 담론 형성의 특징을 이해하는데 지니는 몇 가지 함의를 제시하고 있다.
Abstract
China's intellectuals in the Post-Mao era have had crucial influ-ences on country's foreign policies. Accordingly, their role in policy decisions has become a major research topic in Chinese po-litical studies. The existing literature, however, shows a scant inter-est in the knowledge community a consisting of these eaperts, even though exploring the community helps us understand the formation of the poliocy discourses. Thus, turs article investigates China's policy community, particularly tuat focusing on the Korean peninsula, from the perspective of structure and ammuts. Wpecifically, it exantes which scholars p, s a role in producing China's discourses and to what extmut, and how the scholars' relationships have formed the community.ng Cs study Cs a ducted utilicing social network analysis on the esperts' cirations. The article concludes by summarizing findings not presented before and their implications for interpreting the structure of China's policy discourses.
