중국 싱크탱크의 발전 현황 및 특징 : 국가의존적 지식인-관료 협력모델

초록

최근 중국의 정책결정 과정에서 지식인과 싱크탱크의 역할이 크게 증대하고 있다. 이로 인해 외부에서 국내외적 주요 정책이슈에 대한 중국지도부의 판단을 들여다볼 수 있는 유력한 창구로서 싱크탱크 및 학자들과의 교류가 갈수록 중요해지고 있다. 이런 배경에서 이 글은 개혁개방 이후 중국 싱크탱크의 발전현황과 특징에 대한 분석을 통해 중국의 싱크탱크가 국가의존성이 매우 높은 ‘지식인-관료 협력 모델’임을 주장했다. 그 이유는 첫째, 정부로부터 독립적인 민간 싱크탱크가 아직 성숙하지 못하고, 관변 싱크탱크의 압도적 영향력 때문이다. 둘째, 2000년대 이후 퇴직 관료들이 싱크탱크 설립을 주도하거나 대거 진입하는 이른바 ‘회전문 현상’이 두드러기 때문이다. 셋째, 서구 국가에서 싱크탱크가 다양한 이념적 분화를 보이는데 반해 중국의 싱크탱크는 이념적 분화가 거의 없으며 단순한 기능적 분화만 있기 때문이다.

Abstract

The role of the intellectuals and think tanks has extensively increased in the policy decision making of China recently. Accordingly, the intercourse with chinese think tanks becomes more important as a powerful route to look into the decision of the Chinese leadership on domestic and international main policy issues. With this background in mind, this study analyzed the development and characteristics of Chinese think tank after reform and open era, and argued that the Chinese think tanks is a ‘intellectual - bureaucrat cooperation model’ which is highly dependent on state. The first reason is because there is no mature independent think tank from government yet but official think tanks has overwhelming influence. The second reason is that there is apparent ‘revolving door’phenomenon that retired bureaucrats initiated the establishment of think tank since 2000s. The third reason is that, while the western think tank has diversified in the ideological ratification, the Chinese think tank has almost no ideological ratification and has simple functional ratification.
