2000년대 남북군사회담은 제1차 국방장관회담(’00.6.13～15)을 정점으로 군사적 긴장완화 및 신뢰구축 문제를 다루는 장성급 군사회담과 남북교류협력의군사적 보장문제를 주로 다루는 군사실무회담을 진행하였다. 남북군사회담은 2008년 10월까지 국방장관회담 2회,장성급 군사회담 7회,군사실무회담 37회 등 총 46회 개최되었다. 본 연구의 목적은 남북 장성급 군사회담 결과를 중심으로 북한의 협상유형을 분석하는 것이다.이를 위해 회담간 북한이 주장한 협상의제와 북한 대표단이 어떤 자세로 회담에 임했는지에 대한 협상행태 등을 분석 및 평가하였다. 본 연구방법은 협상유형에 관한 이론들을 고찰하고,이 이론을 적용하여 북한의 협상유형을 분석하는 것이다.구체적으로,여기서는 문제해결과 갈등 완화 여부에 따라 분류된 진의협상과 의사협상 측면,그리고 협상당사자들이 협상을 어떻게 인식하는가에 따라 분류된 입장협상과 원칙협상 측면에서 분석하고자 하였다. 북측은 협상 기간 동안 우리측이 수용 불가능한 의제를 선결조건으로 제시하여 지연전과 반복전술,불합리한 요구로 양보를 유도해 내 협상외적 부수효과를 얻고자 하였다.
Abstract
Thenorth-southmilitarytalksinthe2000's,withthe1stDefenseMinistertalk ('00.6.13∼15)atitspinnaclemoment,hashadgeneralleveltalkswiththenorthto relaxthemilitarytensionandestablishtrustaswellasworkinglevelmilitarytalks todiscussissuesofnorth-southexchange,cooperationandmilitaryguarantee. By October2008,46talkstookplace,2DefenseMinistertalks,7generallevel talksand37workingleveltalkstookplace. ThepurposeofthisstudywastoanalyzethetypesofnK negotiationbaseson the results ofthe North South general leveltalks.In order to do this,the discussionagendasthathavebeeninsistedbythenorthaswellasthemannerof thenK delegationinitsbehaviortothetalkshavebeenanalyzedandassessed. The method ofthis study is to study the theories regarding the types of negotiation.In detail,wehavetried to analyze this from the angle ofthe true meaningnegotiationandthefalsenegotiationbasedonthesolutiontotheproblem and whetherthe conflictwas resolved ofnot,as wellfrom the angle ofthe positionalnegotiation and the principle negotiation through the lens ofhow the participantstothenegotiationunderstood.
