유엔사의 역사적 재고찰과 발전방향에 대한 연구

한·미 양국은 2015년 12월 1일 현재 한미연합사에 부여되어 있는 전작권을한국에게 이양한다는데 합의하였다.따라서 2015년 12월 1일이 되면 한국합참의장은 한국군에 대한 전작권을 한미연합사령관으로부터 환수하여 행사하게된다.현재 진행 중인 전작권 전환은 한·미 동맹관계에서 분명 새로운 실험이라고 할 수 있을 것이다.본 논문은 유엔사가 역사적으로 어떻게 진화되어 왔으며,전작권 전환에 대한 역사적 고찰과 함께 전작권 전환 추진배경과 함의를 재조명하고,향후 전작권이 전환될 경우 유엔사가 어떻게 변화하는 것이바람직한지에 대한 분석과 전작권 전환 이후 유엔사를 어떻게 활용하여 국가이익을 극대화할 것인가에 대한 연구이다. 전작권 전환 이후 유엔사의 위상과 역할에 대한 기존 연구들은 거시적인 측면에서 국한된 것들이 대부분이었으며,안보에 미치는 영향이 어떻게 되고 한·미동맹이 어떻게 변화할지에 대한 전략 및 정책 차원에서 검토할 수 있는 대안들을 제시하였다.하지만 미시적인 측면에서의 유엔사의 역할에 대해서는구체적인 연구 분석이 제시되지 않았다.따라서 본 연구는 전작권 전환 이후지속되어야 하는 유엔사의 발전방향을 지휘관계,기구 및 조직,역할 분담의 3개 주요 관점으로 선정하였다는 점에서,그리고 미래 유엔사의 발전방향을 이관점들을 통해서 제시하였다는 점에 의미가 있다.
Abstract
ROK andUS agreedtotransferthewartimeOPCON toKoreaon1stDecember 2015 which has been granted to the CFC.Therefore,on 1st December 2015ChairmanofROK JointChiefsofStaffwilltakeandperform theOPCON toROK military from thecommanderofCFC.OPCON transition which ison going right now willbea new experimenton ROK-US alliance relationship.This paperis researchedonhow UNC evolvedin thehistoricalmanner,review oftheOPCON transferhistory with thebackground and implications,and analysis on afterthe OPCON transferwhichwillbepreferablebasedonchanging ofUNC andhow to maximizenationalinterestbyadvantagingUNC. TheOPCON transfertheexisting studieson thestatusand rolesoftheUNC was the limited to macroscopic and impacton the security and the ROK-US alliancewhichcanbeexaminedthealternativepresentedinthestrategyandpolicy level.However,fortheroleoftheUNC intermsofmicroscopicanalysisdidnot presentspecific research.Therefore,in this study on the command relationship,organizationsandstructure,divisionofroleswereselectedasthemainpointsfor the UNC which has to be continued afterthe OPCON transferand the future developmentdirectionoftheUNCandthroughthisthreeperspective
