유라시아 이니셔티브(Eurasia Initiative)와 한반도의 ‘신안보' 구축 방안

Abstract

Regardless of the current tight political relationship between South Korea and North Korea, the Najin-Hasan project currently in progress as the core task of the Park Geun-Hye Administration’s ‘Eurasia Initiative’ has been initiated. Although the detailed content of the Najin-Hasan project is focused on the economy and distribution, it exceeds the economic sector and is linked to the problem of constructing the new security system of the Eurasian region including South Korea, North Korea, China and Russia. Despite the arrival of the globalization, the international relationship including the Korean Peninsula, China, Russia andEurasia is exposing the vulnerability of international security due to the continuation of asymmetry of cooperation and military conflicts.In this regard,South-North Korea and Russia Najin-Hasan projec tbelongs to an important strategic initiative that can overcome the vulnerability of the international security of the Korean Peninsula and Eurasia. In this context, this article aims to explore the possibility of the opportunity of displaying a new initiative that can strengthen the international security of the Northern region with a ‘geo-economical cooperation’ of the ‘geo-political conflict’ of North Korea and Eurasia by reactivating South-North Korea and Russia Najin-Hasan project. Regardless of the active initiation of Korea and Russia, the initiative ofKorea and Russia has been becoming restricted with instability due to the opposition and system of North Korea. This is because the change of the current international politics is being newly evaluated and the possibility is being promoted. To achieve this, it would be important to consider the restrictions proposed considering the means of activating South-North Korea and Russia Najin-Hasan project and the changes in the international environment as a space for a new security system and the concept of the Eurasia Initiative. Within the conversion of such changing world order, Korea will need to pursue a path of tight cooperation with North Korea through the construction of a new security system with the Eurasia region beyond the Korean Peninsula, and pursue the unification of South Korea and North Korea and expand a 21st century-form nationalstrategy that guarantees the coexistence and management of the Eurasian continent.
