군 지휘관의 의사결정은 전투의 승패는 물론 부대원들의 생명을 결정하고, 국가의 운명을 결정하는 핵심요소이다. 지휘관의 올바른 의사결정을 담보하기 위한 다양한 논의가 진행되어 왔는데 이는 크게 과학(science)적 접근과 술(art)적 접근으로 구분된다. 하지만 이 두 가지 접근을 기초로 한 지휘관 의사결정에 대한 논의는 인간 인지능력의 한계를 간과하고 비범한 지휘관에 대한 환상을 유발함으로써 올바른 의사결정을 제한하는 맹점이 있다. 의사결정에 대한 인지심리학적 연구를 통해 확인된 인간의 인지적 편향과 휴리스틱은 기존의 전통적 논의들이 간과한 의사결정의 내재적 한계와 외재적 제약을 조명하고 제한된 합리성 안에서 효율적인 의사결정을 달성할 수 있는 대안을 제시한다. 본 연구는 지휘관 의사결정에 관한 전통적 접근이 가진 한계를 극복하는 대안으로써 인지적 편향과 휴리스틱의 가능성을 고찰하기 위해 다음과 같은 세 가지 연구목적을 갖는다. 첫째, 지휘관 의사결정에 대한 전통적 관점인 과학적 접근과 술적 접근을 정리하고 각각이 가진 한계를 제시하였다. 둘째, 인간이 가진 인지적 편향을 설명하고 지휘관 의사결정에서 나타날 수 있는 인지적 편향과 이를 감소시키는 방안을 제시하였다. 셋째, 의사결정에서 활용할 수 있는 두 가지 대표적인 휴리스틱을 기술하고 각각이 가진 효용을 검토하였다. 이러한 논의는 지휘관 의사결정에 대한 보다 깊은 이해와 통찰을 제시할 뿐 아니라 지휘관들의 의사결정능력을 향상시킬 수 있는 현실적인 대안을 발전시키는 기초가 될 것이다.
Abstract
Military commander’s decision making has been considered as a key element of deciding the destiny of nations. To help the right decision making of commanders, there have been various discussions which are classified into scientific approach and artistic approach. However, the two approaches are much limited in helping commanders to carry out the right decisions because they do not consider the human cognitive limitation and they provoke fantasy about the commander's ability. Several researches on human cognitive biases and heuristics in cognitive psychology illuminated the intrinsic and extrinsic limitations of human decision making, which had been ignored in traditional studies, and suggested mechanism to make efficient decisions in bounded rationality. To find out the substitutes for the limited traditional approaches about military commander’s decision making, this study focuses on the following three matters. First, it discusses the limitations of the scientific approach and the artistic approach. Second, it illustrates human cognitive bias and suggests possibilities of manifestation of human cognitive bias in a commander's decision making. Third, it suggests two representative heuristic skills and reviews their usefulness. This study will not only suggest profound understanding and insight of military commanders' decision making but also contribute to the development of realistic alternatives to improve the ability of their decision making.
