Abstract
The history of NGO in China is a relatively short one. There was no western concept of NGO in the Mao era. The major turning point for the emergence and development of the Chinese NGOs was the reform and opening policy. Since the third plenary session of 11th Central Committee of the Chinese Communist Party in 1978, ‘economic development’ has been the center of the Chinese government and the communist party’s concern in pursuing the reform and opening policy. This caused dismantling changes in the realm of politics, economy, social life and even cultural concepts. Especially since the late 1980s, in the middle of such a wide range of changes, Chinese NGOs, which began as a form of social organizations, never ceased their endeavor in searching the independent way of participating in social matters. The 1995 UN 4th World Women’s Conference in Beijing was another important momentum because many international NGOs attended and it was at that conference that many Chinese first heard the term NGO. Afterwards, the term NGO began to be used more frequently in the mid to late 1990s. This paper aims to review the early studies on civil society/NGOs in China and the concepts of NGOs seen through the eyes of Chinese scholars.
