개혁개방이후 시민사회논의의 중국적용에 대한 적실성 고찰：종교영역관련 비영리단체활동사례들을 중심으로

개혁개방초기 많은 서방 학자들은 사회주의 중국의 서구식 시민사회 발전 가능성을 언급한 바 있다. 하지만 30여년이 지난 오늘날까지 중국의 시민사회 논의는 많은 서방 학자들의 논의에도 불구하고 정작 그 구체적인 사례가 나타나지 않음으로써 논의자체가 가능한지에 대한 기본적인 물음에 봉착해 있다. 이러한 시점에서 지난 수년 동안 조합주의적 논의나, 국가능력 등 기타 다른 이론의 적용을 검토할 정도로 서구식 시민사회가 조작정의하고 있는 부르조아 시민사회의 중국내 성장이 가능한가에 대한 회의론까지 대두되고 있다. 최근 중국에서 거론 되고 있는 제3영역에 대한 논의가 새로운 이론적 대안으로 거론되고는 있지만 이 역시 중국식 시민사회 유형을 설명하는 데에는 아직 미흡한 듯하다. 오랜 동안 답보되어 왔던 서구식 시민사회의 중국유형을 찾아보기 위해 필자는 시민사회의 한 유형으로 인정될 수 있는 종교영역 사례를 들어 이 주제에 대한 한시적인 질문에 답해보고자 한다. 개혁개방이후 중국 사회주의 사회 속에서 존재하고 있는 종교단체의 현대적 의미를 조명해 보고, 이들에게 적용되고 있는 국가 정책이나 이념적 조작정의를 찾아봄으로써 과연 밑으로부터 자발적으로 태동된 부르조아 시민사회의 유형이 중국대륙에 존재하고 있는지에 대한 기본적인 물음에 화답해 보고자 한다.
Abstract
Early china’s reform and opening up, not a few west scholar repeatedly have mentioned on the new possibility of western civil society in main land china. but during the past three decades of reform and opening up, the dispute about sino civil society rising, in spite of many western scholars’ speaking, didn’t even show up at the research ground on account of case study absence. therefore we wonder this subject keep going. In these years, some political theories, for example state-capacity corporatism etc, come to the fore again as sino civil society scepticism bridle slightly. lately speaking to the third sector theory in china for its’ alternative, we step aside the main sino civil society discussion. in order to find the chinese model of western civil society, the present writer, pointing the religious sector to us, try to give an answer for this question. After china’s reform and opening up, examining the modern meaning of chinese religious organization and the various national policies applied to them in communist chinese society, this paper responds to what is chinese civil society model as voluntary social movement and western civil society.
