Abstract
The non-profit organizations(NPOs) achieved phenomenal quantitative growth in the process of market oriented economic development led by the Party-State Regime in China. The organizations sponsored by the State are gradually on the decline, and simultaneously the organizations led by civil society become active in terms of the organizational characteristics. These quantitative growth and qualitative changes will become the energy for the formation of civil society. However, the extension of public sphere is in the face of the barrier because the authoritarian regime continually penetrates into civil society with new legal or institutional arrangement, and NPOs need to depend on the State because of the weak social basis and the limitation of resource mobilizational capability. The continuous development and deepening of the market economy stimulates the State to the democratic transition, at the same time provides the material basis for independent activity of the NPOs in spite of the restrictive conditions. The State gradually withdraw from the sectors which it cannot provide with the social service by itself because of its limitation of financial capability and inefficiency, and these sectors are replaced by the NPOs. The extension of the sectors led by the NPOs vitalizes their foundation and development.
