중국의 강대국화와 시진핑 시기 사회관리

초록

본고는 중국의 국제관계학자들이 강대국화 중에 있는 중국의 사회통합과 통제 정책에 대해 어떤 인식을 가지고 있는지를 파악하고, 시진핑의사회관련 국정운영이 중국 지식인들에게 어떤 평가를 받고 있는지를 44 명의 학자 설문조사를 통해 분석해 보았다. 먼저 학자들은 시진핑은 사회통제에, 후진타오는 사회통합에 보다 많은 관심을 가지고 있다고 인식했으며, 중국의 강대국화과정에서 중국정부가 가장 먼저 해결해야 할 문제로 빈부격차 해소를 위한 소득분배제도의 개혁과 사회안전망 구축이 매우 필요하다는 의견이었다. 반면 호구제도의 개혁이나 인구정책은 강대국화 과정에 필요하지만 꼭 필요하지는 않은 것으로 보았다. 한편 사회통제와 관련해 중국의 강대국화 과정에서 사상과 언론에 대해서는 강한 거부감을 가지고 있는 반면 SNS통제에 대해서는 필요하다면 할 수도 있다는 의견이었다. 마지막으로 시진핑의 사회통합정책에 대한 평가는 그런대로 잘 하고 있다고 평가하고 있는데 강한 긍정은 매우 작았다. 이 조사를 통해 중국의 지식인들은 시진핑의 사회통제에 대해 매우 우려하고 있음을 파악할 수 있었다.

Abstract

This paper examines how chinese scholars in international relations recognize China's social integration and control policy. This also analyzes how social management in Xi Jinping era is evaluated by Chinese intellectuals through interview. First, Chinese scholars have recognized Xi Jinping is more interested in social control than integration. They also claimed Chinese government must first reform income distribution system in order to narrow the gap between the rich and the poor. On the other hand, the reform of the “hukou” system and the population policy didn't seem that necessary for greater power of China. Second, regarding social control, intellectuals have opposed to control in the part of ideology and mass media, while social media control might be needed if necessary. Finally, the evaluation of the social integration policy of Xi Jinping was overally positive, but the percentage of people strongly advocated the policy was very small. The survey shows Chinese intellectuals are very concerned with the strict social control in Xi Jinping era.
