Abstract

The purpose of this study is to understand the economic and social implications of the changes in China's peasant workers and household registration system and China's new urbanization strategy. On April 31, 2021, the Chinese government issued the Key Task Force for New Urbanization and the Convergence and Development of Urban Peasants in 2021. The main contents are to promote systematic urban inflow of rural agricultural population, improve the capacity of urban groups and urban areas, promote the harmonious development of large and small cities, and speed up the development of urban convergence. As such, Xi Jinping's new urbanization means not only urbanization, but also changes the way related infrastructure investments and rural workers, especially those with urban household registration, consume. Therefore, it is necessary to examine the changes and implications of this policy. Until now, most of the research on the reform of the household registration system has been related to the reform goal, mainly focusing on the background of the new urbanization plan. If so, we will examine the background of the new urbanization plan and compare the policies related to the household registration system with those announced after 2019 when various policies related to the new urbanization plan were introduced. Therefore, this study is meaningful in that it examines the purpose and current status of the reform of the household registration system during the Xi Jinping era to see how it has affected the economy and society.
